    In his classic history of Britain, AJP Taylor wrote that: “Until August 1914 a sensible, law-abiding Englishman could pass through life and hardly notice the existence of the state, beyond the post office and the policeman.”

    How much has changed over the following century. Last month, police in Britain fined a man for covering his face in an attempt to thwart a facial recognition surveillance system and took his photo anyway.
